Gov. Josh Shapiro won Lackawanna County by 33 points on Tuesday, according to unofficial county results. He took 65.3% of the vote to Republican Stacy Garrity’s 32.7%, about 8 points better than his 25-point margin here in 2022. Results for every race are on our Lackawanna County election results page, and all 163 precincts are on our precinct results map.

The numbers that stand out:

157 of 163 precincts voted for Shapiro.
62 of the 68 precincts that voted for Donald Trump in 2024 voted for Shapiro.
All 40 municipalities moved toward Shapiro compared with his 2022 race.
14 precincts voted for Shapiro for governor and Republican Rob Bresnahan Jr. for Congress.
57.7% turnout: 87,067 ballots from 151,015 registered voters.

Shapiro’s margin is the largest for a Democrat at the top of the ticket in Lackawanna since Tom Wolf won the county by 39 points in 2014. Our top-of-the-ticket chart shows every race since 2008.

Where Garrity won

Garrity carried six precincts: Benton, Clifton, Madison and Thornhurst townships and two of Ransom Township’s three precincts. All but one were within 5 points. The exception was Ransom Township’s 2nd precinct, which she won by 23.6 points.

Shapiro’s strongest precincts were in Scranton, led by Ward 23, Precinct 1 at 70.9 points and Ward 13, Precinct 2 at 69.0.

Every town moved toward Shapiro

Compared with Shapiro’s own 2022 race, every one of Lackawanna’s 40 municipalities moved toward him. The biggest gains were in Vandling (+14.3 points), Glenburn Township (+13.4) and North Abington Township (+13.3). The smallest were in Ransom Township (+0.5), Dalton (+1.7) and La Plume Township (+3.4). The town-by-town table has all 40.

Precinct by precinct, the biggest swings were in Carbondale. Ward 3, Precinct 2 moved 21.1 points toward Shapiro, and Ward 5, Precinct 2 moved 20.7. To see every precinct’s shift, color the map by shift since 2022.

Our swing map shows the same thing as arrows. From 2020 to 2024, 36 of the county’s 40 towns moved toward Trump. From the 2024 presidential race to this year’s governor race, all 40 moved toward the Democrat. That second comparison crosses offices, so much of it reflects Shapiro running far ahead of Kamala Harris, not voters switching parties.

Congress: Cognetti ran behind Shapiro

Scranton Mayor Paige Cognetti, a Democrat, beat U.S. Rep. Rob Bresnahan Jr. in Lackawanna County 60.3% to 39.4%. That 21-point margin is about 9 points better than the Democratic margin here in the 2024 House race. Across the 8th District, Cognetti leads 54.4% to 45.6% in unofficial state returns. She carried Lackawanna, Luzerne and Monroe counties, and Bresnahan carried Pike and Wayne.

Cognetti still ran about 12 points behind Shapiro on the same ballots. In 14 precincts, mostly rural townships at the edges of the county, voters picked Shapiro for governor and Bresnahan for Congress. Map the House race by precinct or see our ticket-splitting chart for every down-ballot race.

State Senate: the 40th District flipped in Lackawanna

In the 40th Senate District, Democrat Brian Wrightson won the Lackawanna part of the district by 5.8 points. Republicans won the same precincts by 3.1 points in 2022. District-wide, Wrightson leads Sen. Rosemary Brown 51.4% to 48.6% in unofficial state returns.

Wrightson ran about 16 points behind Shapiro in those precincts, the biggest gap of any race on the ballot. The map’s over/under view shows where he beat or trailed what each precinct’s history predicted.

In the 22nd District, Sen. Marty Flynn won 65.6% district-wide.

State House

Democrats won all four Lackawanna-based House seats by double digits:

112th: Kyle Mullins, 67.7%
113th: Kyle Donahue, 67.6%
114th: Bridget Malloy Kosierowski, 67.7%
118th: Jim Haddock, 61.7% district-wide

Mullins was the only down-ballot Democrat to beat Shapiro’s margin in his own precincts, by about 2 points.

Turnout and mail ballots

Turnout was 57.7%. It ranged from 71.9% in West Abington Township to 26.6% in Scranton Ward 17, Precinct 2. About 23% of voters cast mail ballots. Mail ballots went to Shapiro by 68 points, and election-day ballots by 23. To see where mail voting was heaviest, color the map by mail share.
